Morocco has a real African vision. It’s not content in remaining restricted to its local geographic situation.
It doesn’t therefore remain motionless opposite the Atlantic Ocean and the Mediterranean Sea, between Mauritania and Algeria.
Morocco is well aware that its role within Africa’s evolution, is no longer merely of that of a State by Maghreb, but an entirely African State.
In this manner it’s expressing its dynamic will, to be reintegrated into the African Union.
That’s regarding a phase change which involves many levels.
Because what counts for Morocco is not only its entry, but its activation within the Union, in a manner which would clearly represent the stategic interests of the African continent.
Additionally, the horizon of the above it’s not limited to Africa itself, since it’s necessary for exchanges with Europe, Asia and America to be created.
This vision obtains the ability to visualize Africa as an island, and not merely as a continent.
But an island is determined by its marine territory.
As far as Africa is concerned this is constituted by two oceans, the Atlantic and the Indian Ocean, and two seas, the Mediterranean and the Red sea.
These means of communication should be useful in an effective and powerful manner.
Consequently the Moroccan experience in the shipping field, and the port functioning, could be applied to other African countries.
This structure transfer, which represents a visionary investment, it’s an ace in the sleeve, which allows Morocco to be transformed into an actual African aid.
In the case of Morocco, we see a pan-African vision and not just a local oriented stance.
It’s not addressing matters in a bilateral context with its neighbours, but much more so in a polylateral African one.
It’s therefore a step in the direction of a topological network, which doesn’t rely merely on the concept of proximity and doesn’t remain dependent on the notion of distance.
It’s a more mature perspective which helps the entire Africa and not just a few States.
It’s in this sense that this opening constitutes a more powerful position, and that, even from the perspective of Humanity and its official representation within the United Nations.
