After so many errors and failures the Soviet spirit changed because it saw that its believers started to lose their religion. With all the atrocities and even the genocides, it was impossible to continue with the same way and the same method. After the fall of 1991 and the end of the Cold War, the Soviet spirit was kept in the deep system of Russia. And the new idea was victimization. A way to do this was of course to accuse the Western countries and especially the USA. The idea was to prove that they were responsible for each problem in the World and especially in Europe. In the 1990s the Soviets started to introduce the idea of the killers of people. So Russia was no more anti- Imperialist or anti-war but for peace. Of course, peace-loving was a very common motif of Soviet propaganda. Even the Molotov-Ribbentrop Pact was presented as a peace measure. But after 1991, the idea of peace became dominant. And the USA were in this propaganda not against Soviets or Russians but simply against the peace in the world. At the same time, the Soviet spirit regenerated its contact in the field of terrorism.
