The global threat is far moribund. We are not talking about any caliphate but it’s still a dangerous network which is able to strike Europe, Russia or even the US. The collapse of a regime creates an instability which represents a danger of its own but also as a possible opening for sheeping cells. The problem for the security services is the low-tech attacks which are almost unpredictable because it’s impossible to detect them if we don’t have forecast models. That’s why we have a resurgence of lone wolf plots in many places in Europe and the US and not only in the Middle East. But we have to recall that the victims are about a quarter million since 1979. The revolution in Iran was the starting point. And now we have the opportunity to fight directly at the source of this global threat. It’s no more a theory or even a project but a real mission in this area but for the safety of the world and not only for the region. That’s the crucial point and also the difference because now we know the real situation and it’s no more an estimation. The global threat belongs to our reality and this is a fact. From that data, we need to define our strategy in the framework of our Grand Strategy, because we have also to prevent this phenomenon in a robust way and not to try to manage it. We need to master this global threat.
